Wrong - allowing an owner to make his selection after his time has expired has always been the policy.
From the 2007 prospect draft thread for football:
"You have 24 hours from the time of the previous selection to make yours. The draft will proceed as scheduled if you allow your 24 hours to expire. In the event you miss your turn, you may make your selection at any point."
It says the same thing in the 2008 prospect draft thread.
When an owner allows his time to expire, it is the equivalent of a "pass". The same thing happened to the Minnesota Vikings in the 2003 draft, and they simply made their selection a few picks later.
Please do some research before you project yourself so authoritatively.
